When you have people in politics, in position of political leadership, who will not take responsibility for their own actions, then a country (in this case, a major city) is going to have an extremely difficult time solving the problems it has. If the true source is ignored (as is also the case with Joe Biden), and somebody else is blamed, then obviously nothing noteworthy can be done to truly help the people.
This statement by Johnson is about as stupid a statement as any human being could ever utter. There probably aren’t 10 “right-wing extremists” in all of Chicago, but it’s THEIR fault his city is in the toilet.
This is another reason why government is so dangerous, and why America’s Founders tried to give it so little power. Politicians like Johnson will blame anybody but themselves for the problems they themselves caused. And thus, government rarely solves any problem.
